Parker also advocated a smaller police force, believing that fewer officers would mean less corruption. He also cut back on foot patrols in favor of police cars, in the belief that isolating his officers from the streets would reduce opportunities for corruption. Congress and governments throughout the world sought his expertise, and his honors were legion. The term "Thin Blue Line", which suggests that an over-stretched police force is all that separates society from a descent into chaos, was coined by Parker. For many, he remains the prototype of the ideal Chief. Parker was followed by Chief Ed Davis whose innovative programs included the Basic Car Plan under which uniformed officers were assigned to specific territories on a semi-permanent basis. Each officer had precise instruction to regard any criminal activity as a personal affront and to defend a "piece of turf" as though it was his own. The K-9 Corps was started during the Davis tenure. Chief Darryl Gates follwed Davis. In the war against narcotics, Chief Gates contributed a concept and program of historic significance to law enforcement through his creation of the Drug Abuse Resistance Education (DARE) program. DARE was based on his contention that the present generation had already surrendered to drug dependency and that the country’s future lies with the readiness of our children to resist involvement. It is to this end, that DARE has been activated at home and abroad. The Chief took equal pride in his origination of Special Weapons and Tactics (SWAT) teams, which he pioneered in 1972 while in a command position. The LAPD since then has scrupulously selected and trained all specialists assigned to SWAT operations. The LAPD was also a very agressive police department and Chief Gate's said the following: I will admit, we were a very aggressive police department. We went after crime before it occurred. . . . Our people went out every single night trying to stop crime before it happened, trying to take people off the street that they believed were involved in crime. That made us a very aggressive, proactive police department.
