In deal with Stupak, White House announces executive order on abortion House Democratic leaders have resolved the abortion dispute that stood in the way of passing health-care reform, and now appear poised to approve the legislation late Sunday. As part of the agreement, the White House announced that President Obama would issue an executive order on abortion after the House approves the health-care bill assuring that no federal funds would be used to subsidize the procedure. That was enough to secure the support of a group of Catholic Democrats who represent the swing votes on the legislation. Rep. Bart Stupak (D-Mich.), the leader the anti-abortion holdouts, said he and others in the group can now support a far-reaching health-care package, apparently giving Democrats the votes needed to pass the bill later tonight. "I've always supported health-care reform," said Stupak. But he added, "There was a principal that meant more to us than anything, and that was the sanctity of life." According to White House spokesman Dan Pfeiffer, the executive order will provide "additional safeguards to ensure the status quo is upheld and enforced, and that the health-care legislation's restrictions against the public funding of abortions cannot be circumvented." White House officials believe the addition of Stupak and the other pro-life lawmakers to the "yes" column will provide Pelosi withconsiderable breathing room during the next several hours. Before Stupak's announcement, a top adviser had said that without a deal, passage appeared possible but would have been very, very close. In the wake of the agreement, West Wing aides appeared relieved. "We're well past 216," said Stupak, referring to the number of votes needed to pass the legislation. The text of the pending executive order follows: Executive Order ensuring enforcement and implementation of abortion restrictions in the patient protection and affordable care act By the authority vested in me as President by the Constitution and the laws of the United States of America, including the "Patient Protection and Affordable Care Act" (approved March __, 2010), I hereby order as follows: Section 1. Policy. Following the recent passage of the Patient Protection and Affordable Care Act ("the Act"), it is necessary to establish an adequate enforcement mechanism to ensure that Federal funds are not used for abortion services (except in cases of rape or incest, or when the life of the woman would be endangered), consistent with a longstanding Federal statutory restriction that is commonly known as the Hyde Amendment. The purpose of this Executive Order is to establish a comprehensive, government-wide set of policies and procedures to achieve this goal and to make certain that all relevant actors--Federal officials, state officials (including insurance regulators) and health care providers--are aware of their responsibilities, new and old. The Act maintains current Hyde Amendment restrictions governing abortion policy and extends those restrictions to the newly-created health insurance exchanges. Under the Act, longstanding Federal laws to protect conscience (such as the Church Amendment, 42 U.S.C. §300a-7, and the Weldon Amendment, Pub. L. No. 111-8, §508(d)(1) (2009)) remain intact and new protections prohibit discrimination against health care facilities and health care providers because of an unwillingness to provide, pay for, provide coverage of, or refer for abortions. Numerous executive agencies have a role in ensuring that these restrictions are enforced, including the Department of Health and Human Services (HHS), the Office of Management and Budget (OMB), and the Office of Personnel Management (OPM). Section 2. Strict Compliance with Prohibitions on Abortion Funding in Health Insurance Exchanges. The Act specifically prohibits the use of tax credits and cost-sharing reduction payments to pay for abortion services (except in cases of rape or incest, or when the life of the woman would be endangered) in the health insurance exchanges that will be operational in 2014. The Act also imposes strict payment and accounting requirements to ensure that Federal funds are not used for abortion services in exchange plans (except in cases of rape or incest, or when the life of the woman would be endangered) and requires state health insurance commissioners to ensure that exchange plan funds are segregated by insurance companies in accordance with generally accepted accounting principles, OMB funds management circulars, and accounting guidance provided by the Government Accountability Office. I hereby direct the Director of OMB and the Secretary of HHS to develop, within 180 days of the date of this Executive Order, a model set of segregation guidelines for state health insurance commissioners to use when determining whether exchange plans are complying with the Act's segregation requirements, established in Section 1303 of the Act, for enrollees receiving Federal financial assistance. The guidelines shall also offer technical information that states should follow to conduct independent regular audits of insurance companies that participate in the health insurance exchanges. In developing these model guidelines, the Director of OMB and the Secretary of HHS shall consult with executive agencies and offices that have relevant expertise in accounting principles, including, but not limited to, the Department of the Treasury, and with the Government Accountability Office. Upon completion of those model guidelines, the Secretary of HHS should promptly initiate a rulemaking to issue regulations, which will have the force of law, to interpret the Act's segregation requirements, and shall provide guidance to state health insurance commissioners on how to comply with the model guidelines. Section 3. Community Health Center Program. The Act establishes a new Community Health Center (CHC) Fund within HHS, which provides additional Federal funds for the community health center program. Existing law prohibits these centers from using federal funds to provide abortion services (except in cases of rape or incest, or when the life of the woman would be endangered), as a result of both the Hyde Amendment and longstanding regulations containing the Hyde language. Under the Act, the Hyde language shall apply to the authorization and appropriations of funds for Community Health Centers under section 10503 and all other relevant provisions. I hereby direct the Secretary of HHS to ensure that program administrators and recipients of Federal funds are aware of and comply with the limitations on abortion services imposed on CHCs by existing law. Such actions should include, but are not limited to, updating Grant Policy Statements that accompany CHC grants and issuing new interpretive rules. Section 4. General Provisions. (a) Nothing in this Executive Order shall be construed to impair or otherwise affect: (i) authority granted by law or presidential directive to an agency, or the head thereof; or (ii) functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. (b) This Executive Order shall be implemented consistent with applicable law and subject to the availability of appropriations. (c) This Executive Order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity against the United States, its departments, agencies, entities, officers, employees or agents, or any other person

Yet when Democrats unveiled the final, incarnation of their health care bill this week, the proposal was nowhere to be found. Ditto with several Republican ideas that Obama had said he wanted to include after a televised bipartisan summit last month, including a plan by Sen. Tom Coburn of Oklahoma to send investigators disguised as patients to hospitals in search of waste, fraud and abuse. And those "special deals" that Obama railed against and said he wanted to eliminate? With the exception of two of the most notorious -- extra Medicaid money for Nebraska and a carve-out for Florida seniors faced with losing certain extra Medicare benefits -- they are all still there.

Motorists may not see prices go much higher -- or even stay that high throughout the entire summer -- given the weak economy and the ability of refiners to kick up production, analysts add. "Three dollars a gallon is probably a pretty rich price for the U.S. in 2010," says Tom Kloza, analyst for the Oil Price Information Service. The national average for a gallon of regular gasoline rose 0.6 cents Monday to $2.75 a gallon, up 81 cents from a year ago, says auto club AAA, Wright Express and the Oil Price Information Service. Kloza expects $3-a-gallon gas in parts of the country within the next month. The Energy Information Administration, the forecasting arm of the Department of Energy, also predicts that pump prices may exceed $3 a gallon at times during the spring and summer. Several factors may keep prices from rising much higher, including: *Unemployment. The nation's unemployment rate stood at 9.7% in February. "People just aren't driving to work like they were," says Jim Ritterbusch, president of oil trading adviser firm Ritterbusch and Associates. The number of vehicle miles traveled in the U.S. last year was about flat with 2008 but down 3% from the peak year of 2007, data from the Federal Highway Administration say. Ritterbusch doesn't expect much increased demand for gasoline until the unemployment rate falls below 8.7%. In the meantime, he expects gasoline to peak at $3 a gallon to $3.25 a gallon between now and the Fourth of July. Then, he says, he expects weak demand to drive prices lower for the rest of the summer. *Refining capacity. U.S. refineries are running about 14 million barrels a day of crude oil but have the capacity to run nearly 17.7 million a day. The prospect of higher prices could encourage more production, which Kloza says could lead to greater supply and keep a lid on higher prices at the pump. Other analysts see more pain at the pump. Over the past four years, gas prices have averaged a 35-cents-a-gallon increase between March 1 and mid-May, says Peter Beutel of energy research firm Cameron Hanover. If that's the case this year, some regions of the U.S. will see gas at $3.25 a gallon or more, Beutel says. That's enough to cause trouble for an economy struggling for traction. In parts of California, the average price of a gallon of regular gas is already over $3, the Energy Information Administration said Monday. "It does have a chance to nip part of the bud of any incipient recovery," Beutel says. A big wild card in summer gas prices is the impact investors will have on oil prices, Beutel says. Prices are up about 15% in the past month on hopes of an economic recovery and the flow of money into oil. Investors, such as pension funds, are increasingly buying oil as an asset, Beutel says. With everyone’s eyes turned towards Obamacare, insidious forces are at work, designed to transform America into a 2nd rate power, isolated from the rest of the world and dependent upon it for survival. Already, mindful of a President who ranges from disinterested to openly insulting, Obama has pushed our traditional allies into redirecting their sights towards new relationships and alliances. Western Europe is unilaterally moving closer to a resurgent Russia through increased diplomatic and trade deals. In this effort, they don’t even consult with America anymore. And with Obama pulling out of trips to Australia and Indonesia, China will be making its diplomatic move towards hegemony over huge tracts of Asia. Even more ominous, Russia is moving towards gaining control of huge petroleum deposits in the Gulf of Mexico, while Obama says no to increased oil exploration in promising areas of our own back yard by American companies. By doing this, Barack Hussein Obama is ceding American natural resources to a coalition of Russia and Cuba. He is not only insuring that The United States will become ever more dependent on foreign sources for our survival, but handing our adversaries a noose that he himself is placing around the necks of the American people. This raises the question of whether a sitting President is just incompetent, or consciously setting the stage to internationalize his concept of redistribution of wealth and power. Whichever reason is correct, Barack Hussein Obama is in the process of transforming the United States into an impotent, dependent nation, with a population enduring a lower standard of living through surrendering our wealth and influence.

Ban handguns in the USA? We don't need to possess handguns to be safe. People are being killed everyday because someone was allowed to own a handgun. It really shouldn't be that way. That is why I support a handgun ban. Only people in jobs that require handguns should have them (police, military, etc). It is their job to protect us, not ours. I included an undecided slot for the people that just can't make up their minds about what they think.
