i think that it would help the people that really cant afford tuition because i am one of them i am currently attending the rochester educatinal oppertunity center it is a tuition free communty collage through suny brockport. and i think that it is great. i am getting the job training that i need and the same education that they offer at the big popular collages and maybe even more
