Google on "misery index" and select Presidents and you can see who were the failures. GWB has done fairly well given that we were attacked and had to go to war. I don't like everything he did or how he did it exactly, but he ain't all that bad. If you are referring to the Patriot Act, there has not been one case where the freedoms or rights of a US Citizen were affected, also keep in mind the Patriot Act was approved by Congress.
