This comes as no surprise and it isn't only in the black communities it targets the poor.........all the poor. How about setting up clinics that counsel these young women in preventing unwanted pregnancies.There is no excuse for an unwanted pregnancy. There are plenty of preventive measures out there so make them available at little to no cost for the poor. Also another big problem: more kids = more money.
