We we're not there, nor do we get the whole story, but I do believe the officer was trained enough to not be able to shoot in a critical area. He did show it by shooting the one guy in the upper arm, but that was still close to a vital shot. I know most police officers are very under trained in marksmanship unless they have a passion for it. He may of done more then necessary... but what would you of done in the same moment?
