    This year (let's say last year, since this budget was supposed to be passed NLT October 1, 2008), earmarks totaled 1.8% of appropriations in the Omnibus package, $7.7 billion out of $410 billion. Regardless of whether or not these funds were earmarked for a specific recipient by a specific legislator, they would still appear in the appropriation.

    Funny how the graph see saws then keeps climbing after 2000...let's see, Republican President and Republican majorities in both the Senate and the House. Interesting. Hmmm, it takes a sharp dive in 2007...isn't that when the Democratic party regained the majority in Congress? Wow, it was chopped it in half right away. And according to the numbers (which are spot on, btw), the amount of earmarks were reduced by $9.5 billion in 2009. I'd call that progress, since according to these figures, it is the first time that earmarks have fallen below $10 billion since 1995. Congress adds earmarks to bills, mainly during conference between the House and Senate. This decrease in the amount of earmarks is due to a Democratically controlled Congress.

    YET YOU MORONS ON THE RIGHT FAIL TO SEE THE PLAIN, COLD HARD FACTS.

    The only reason anyone is allowed to easily see or know the amount of earmarks and who tagged monies for a project is legislation: the Federal Funding Accountability and Transparency Act, signed into law on September 26, 2006.

    The bill was introduced by Senator Tom Coburn, for himself and Senators Barack Obama, Tom Carper and John McCain

    What? BARACK OBAMA? BARRY? THE SOCIALIST BARRY WHO WANTS TO SPREAD THE WEALTH? HOW COULD HE POSSIBLY REACH ACROSS THE AISLE TO THE LIKES OF COBURN AND MCCAIN AND WORK ON LESS OF ANYTHING?!?!?!

    Because that's your President ladies and gentlemen. The do nothing, know nothing, no experience President that I voted for.

    She likely created a speedbump for Cheney's plans that were cast. After convening an "Energy Task Force" made up of senior oil company executives including Ken Lay of ENRON fame among other Bush cronies, the VP made Iraqi oil fields part of national energy policy and petroleum's future for the US. Not to mention that support operations for an occupying force could be a lucrative endeavor for both Halliburton and KBR, who honed their skills during Bosnia and Kosovo.

    Odd now that the administration is gone, the charges are gone.
