It sounds to me like the neighbor didn't happen accidentilly upon the video. It seems like they were rumaging and found something they could use to extort their neighbor. Shame on them.

We can address issues like global warming, cancer research, prison congestion, renewable fuels, hard drug use, and violent crime. By legalizing and sanctioning the growth and use of marijuana we can begin to solve many of these problems. This is often so overlooked because of the stigma it has been given by being classified as a Schedule 1 narcotic. Aside from recreational use, marijuana is a very useful plant. It can be used in textiles like lotions, soaps, clothing and paper products. It can be used as a fuel. It actually has one of the cleanest burning oils on the planet, and is far more renewable than petroleum. It is a strong, vital and tough plant that can grow in many harsh environments even more than corn. It has agricultural benefits, industrial benefits, pharmasuitical benefits, medical benefits, recreational benefits, the list literally goes on and on, and research on this plant has been suppressed by the U.S. government ever since Nixon formed the DEA and began the WAR on Drugs. This is much more than a drug. It is a plant as described in Genesis a "seed bearing herb" and it was never thought to be harmful until the cocaine scare. During which time the coca plant was banned and production of cocaine was stopped because the government said "crazed negro's in the south are attacking and raping white women." we are a smarter world of people today to let this kind of idiocy hold our silly unfounded laws in place. If this were the case this would imply that smokers constitute a class. And if states and governments can boost taxes on tobacco so high that it literally hurts some peoples financial situations, why not regulate marijuana similarly? Where do we draw the line? Yet there can be no class actions taken against the legislatures for these measures since smokers aren't considered a "protected class." under the constitution. This is because smoking is a decision.
