And every one of those 'enemy combatants' needs to have their day in court...to see the evidence presented against them. Those who ARE deemed to be terrorists should be kept there...those not need to be returned asap. Part of that problem is that the military at GITMO has several (60 last count) detainees that they WANT to return...but no one will take them! (more)
