Can you believe this (your government at it’s finest)
GOING POSTAL

As part of the 2008 economic stimulus package, the IRS decided
to inform citizens that their checks were coming in the mail, so they
sent out letters to 130 million taxpayers.
Cost of sending the LETTERS: Almost $43 MILLION Dollors. A few week later the
IRS spent that SAME amount AGAIN to send the REAL CHECKS.

130,000,000 TIMES $0.33 = $42,900,000.00

Shut the postal service down. We can afford to keep people this stupid and wasteful on the payroll.

Redundant mailing is what they do. Look at the last census, how much did that monster cost, I had 3 mailings and 2 people wandering around the neighborhood and I sent it back the day after I got it.

Interesting... here in the UK our government is charged at about $0.20 to send a single letter. Depending on the royal mail at the time.

    What does that mean

There's a system called: "Franking" and for a certain price it basically allows you to print off a set number of envelopes were year and send them at a greatly reduced cost. However the reduction depends on how many envelopes you send and how much you paid for the contract at the time. If only send a few envelopes it'll take a chunk out of your wallet but if you're sending say, 500 envelops out a month, it can be a nice little money saver.

Over here USPS has a discount for "Bulk Mail," which is usually advertising & charitable begging. We Americans call it "junk mail." Also discounted is "Presorted First Class," which can be a large corp. such as an electric company or insurance co. sending all the bills which they have sorted by State, ZIP Code, etc. Persons who send a letter or 2 at a time pay the retail rate of 45 cents (29 pence) for up to 1 ounce, whether across town or from New York to Alaska.

It means "Depending on the [rates & policies of the] Royal Mail, [which is the name of the British postal service] at the time."

Your words were fine for a UK audience, but too sparse for those Americans who don't know British terms such as "Royal Mail."
