"the same set of people", probably not.
It's hard for me to explain though... Let's say you promise something to a group of people.
And another to another group.
The first might not please the second and the second might not please the first but both may please some of the people in each group.
Or you can constantly please some, inconstantly please all, but you can't constantly please all. Because everyone is different.
Those changes may please or displease people. But it won't please or displease everyone.
