All the talk about a "fair" tax plan as though ANY mandatory tax could possibly be called "fair". If what people want is a "fair" tax, it must be a voluntary tax because every other one is not a freely given one - it is one demanded by the government with threat of fine or jail, and that tax dollar will be used any way the government chooses to use it - even if it harms the citizens in more ways than merely reducing their usable income for their own needs.
I propose making federal taxes voluntary, with each taxpayer supporting those issues he wants to see his money used for, and by law the feds MUST use it that way.
Progressives would probably support the EPA, US Dept of Health, welfare, etc.
Conservatives would support the military and infrastructure, as well as preservation of the Constitution.
Libertarians would support all actions that promote liberty.
Each group would have what he wants to the degree he wants it. The budget would be LIMITED to what the citizens sent in in their voluntary taxes. There would be no overspending, and Congress itself would make no decisions that utilized the money we send in for specific programs.
If enough was not collected to pay for any particular item, that item would not be funded. It is the only fair tax I can even imagine. All other taxes use force in collecting, and many of us want a country that does not FORCE everything on us , using OUR money, and using it against our will. I contend they do not have the moral authority to do this. Legal, yes.
In effect, this would be the taxpayers writing the budget, increasing spending, decreasing spending, etc.
When we voluntarily accept being serfs of our own government, we must accept all the problems we've been seeing all too clearly lately. Our government has used our hard earned dollars improperly, wastefully, and wantonly - and have bankrupted the nation.
Tell me and try to make me believe that the taxpayer citizens cannot do better managing their own money and deciding on the federal "budget" which is never a real budget - OBVIOUSLY!

This type of tax may or may not work.
Keep in mind that indian men did the hunting, fishing, fighting, etc. Women, sorry ladies, did all the work and no taxes. We tried to improve THAT?
This "fair tax" kick is the one beef I have with Gary Johnson. With that all "voluntary" disappears.
Social Security and Medicare would be a puzzle to figure out, enduring that those who have paid in, don't get royally screwed. Outside of that, we did it before 1913 and proved that it CAN be accomplished.
I wonder if you fear that since people wouldn't be supporting YOUR favorite thing, your favorite thing would go unfunded. The answer is "yes", and properly so. If Americans don't want it, who is the government to force it on us?
It would be a way of getting Americans to make responsible decisions, a way to feel like they have some control over their own lives as well as over the government it pays for. I can foresee great, great things happening.
I hope that one day Americans will begin to wake up, see what is going on, and THINK about how things could/should be different. I think about half of us have done this, and the other half never will.
