This is a bill being introduced by Sen. Jeff Merkley (D-OR) with the intent of amending the Foreign Intelligence Surveillance Act of 1978 and FISA Amendments Act of 2008. The 2008 amendments provide loopholes intelligence agencies are using to justify internal spying. The bill is up for renewal and is set to get pushed through without any real debate or alteration. Merkley's bill will guarantee any information gathering should be accompanied by probable cause and information gathered without such cannot be used in a court of law (sounds familiar, huh?).
