What do you mean, WOULD HE make it possible to vote? They've been voting for years now, and Governor Moonbeam in California just gave them the right to get drivers licenses. What other form of ID do you need to vote?

When Ronald Reagan gave the first and only blanket amnesty ever granted by a U.S. president, they were not able to immediately vote. First they must become American citizens, learn the history, take the tests, etc.

So that would make the answer to your question a no, only American citizens can vote in American elections.
