Recall was instituted so that the public did not have to endure corrupt politicans and corporate shills for the entire length of their terms. It makes politicans more directly accountable to the people, because the public does not have to wait for cases to drag on in court. Ironically Walker got his job as County Executive out of Milwaukee as the result of a Recall and he was one of the main perpetrators of it. Now he wants to outlaw it.
It will be interesting to see who has most power: the people or the politicians.

ETC.
