Why no mammograms for women 40-50 years old?

why is this bill restricting mammograms for women 40-50 ? seems like rationing to me . what will they say when they're 50 and have cancer? sorry you're too old to treat? women are and men are at their highest earning years between 40-50 pay most tax ergo . so why kill a projected 47000 women ?
Look at it this way, 47000 less people will be able to collect social security, social security problem solved!
