Why isn't Obama being "called on the carpet" for not living up to the oath he took when sworn in as POTUS?

"President" (and I use that term lightly) Obama took a sworn oath to uphold the laws of America when sworn in as the president of the United States of America. In total disregard of that oath, is telling ICE agents they are not to enforce our immigration laws as currently written. Is this not in total violation of the oath he swore to uphold?
