From my knowledge living as a republican in another East Coast blue state being a republican does not equate lock step conservativism .New Jersey is a blue state 75% approval means he's governing to ALL the citizens not exactly CPAC's mission.
maybe because he put party politics aside to get emergency disaster relief taken care of instead of pointing fingers at president Obama.
