I think it's because some girls don't think they're good enough. Maybe it's because they see guys checking out girls with shorter skirts. So they do the same to feel sexy about themselves!

I think it's a combination of all three. I wear short skirts all the time (because it's the fashion and because longer skirts look awkward on me and make my legs look short) and it's partially for me and because it makes me feel hotter and partially because I know I get checked out. And I'm fine with that.
Honestly, if you know you look good, you feel more confident. And I don't see that there's anything wrong with trying to attract guys. When someone (even a girl) compliments me on my outfit or my body or whatever, I feel happy :) Why deny myself that by covering up? I do try to be careful how I sit though, to avoid flashing people.

Honestly (and it may be kinda harsh) I'm more flattered when someone I do find attractive checks me out but I don't get mad or creeped out if someone who is not as attractive does it. That would be hypocritical. If I'm putting myself out there, I should be able to handle whoever checks me out regardless of appearance, right? An attractive person and a non-attractive person probably have the similar thoughts running through their heads when looking at a girl so why condemn one and not the other? That's my opinion.

Haha thank you :) And that was really mean of them but I think it was probably just because when a hot guy does it, it appeals to your self-esteem and makes you feel hot, too, but if it's a not-so-great-looking guy, it's not as flattering. It's shallow but that's just the way people can be sometimes.

Because they're whores. lol No, seriously. Half the girls at my high school were so trashy. I don't know what it is about teenage girls, most are just so desperate to be ogled by boys - but they don't mind WHO'S looking! Thank god I had low self-esteem in high school to curb this undesirable trait.

There is no law, but just because something is legal doesn't make it right. If a minor acts inappropriately that's because she's young and stupid and doesn't know any better - you as an adult DO know better, you should avert your eyes.

I wasn't saying that you definitely did. The tone of this questioned just struck me as creepy, sorry. There is nothing wrong with looking at an attractive person. However, there is a difference between casually looking and thinking "oh, nice legs" and moving on with life, and staring in a predatory manner...TRYING to see their panties, for example. Bad analogy. These girls are people, not porn on a screen. There are all sorts of situations where it's tempting to stare but you know you shouldn't.
