Who should get credit for the increase in food stamp recipients?

According to Tom Vilsack regarding food stamp recipients:

"The reason why these number have gone up is that we've done a pretty good job of working with states that had done a poor job in the past in getting the word out about this program," he told MSNBC. "We're now working with them to make sure that people who are eligible get the benefits."

And this is pointed to as a matter of pride? Seems that if President and "His" Administration were working on the economy and job creation, there would be less people on the food-stamp dole.

Many I've seen on it don't seem to be bothered to use it. They whip out the EBT card as if it's their own debit card with their own money.
