It can't be healthcare (he copied their man's version). It can't be guns (he expanded gun usage). It can't be going after Wall St. (he has been very modest on them despite the public's baying for blood).
So what is it?

The act would have mandated life saving medical treatment for babies that were born as a result of a botched abortion. I don't care what side of the abortion issue you are on. But, when a baby is no longer tethered to it's mother, it's a US citizen just like the rest of us. And they are entitled to medical treatment the same as all of us.
Obama opposed it because it would have been too inconvenient to the mother. Imagine how inconvenient it would be to the baby.
But to start off if people don't understand the difference between state and federal levels of government then I can't help you. And that has everything to do with the draconian healthcare law.
The reason the USA is made up of 50 states is to promote the most liberty possible. Each state is its own government with the Constitutionally protected authority to handle most issues as it sees fit. This way like minded people in one area can adopt certain laws while people in another can adopt different laws. So people in Texas and California can be happy because both don't have to live by the others way of life. It allows different cultures, different political sets to thrive on their own.
So with Romney you have a state that clearly wanted the bill they have. Maybe its not completely in Romneys political philosophy, but its something those people wanted. So it got passed. But people in other states may not want that model. They may want different variations or no healthcare law at all. Thats the beauty of the United States. Decentralized power. Maybe a different plan would work better in Vermont of Oregon.
At the end of the day the 10th Amendment protects issues not specifically outlined to the Federal Government for the states to handle individually. More and more people are forgetting the United States part of America by trying to use the federal government to centralize more power. This is causing a lot of our problems.

He wanted to close GITMO. Which he would have except states said no to taking the men (even tho some of them had zero escapees) What should he have done then? Drop them in the ocean? What would YOU have done?
I hope you aren't one of those who claim he promised unemployment wouldn't go beyond 8%. That's a lie. He never promised that. Every campaign claim he had came BEFORE the meltdown was announced.
