It depends on the reasons. Congress can make a president fail, by not passing necessary legislation. If he has failed because Congress made the failure happen, it would be wrong to hold it against him.

Obama is ahead in pretty much all polls. Even Fox has him ahead by 5 points.

8 Dimocrat incumbent Senators are more than 5 points down also.

No - Reagan was a landslide winning 49 states - there have been no landslides since then
