Whatever happened to George W. Bush's "Compassionate Conservativism?"

Compassionate Conservatvism was the signature project of the George W. Bush Administration that wasn’t—one firmly focused on domestic affairs and the bipartisan reform of the welfare state. Bush offered not just generalities but a substantial Federal financial commitment. He promised a Compassion Capital Fund. The fund would assist small grass roots agencies, many but not all of them faith-based, few of which had previously qualified for federal support. The initiative in treating social problems would shift to the neighborhoods most affected by them, and to agencies ministering to the needy that had arisen from among them. No longer the passive objects of top-down federal programs that perpetuated their status as government clients, the poor would be helped to help themselves. Emerging from dependency, they would assume their places as equal (because economically self-reliant) citizens. Welfare spending would shrink, as would the taxes that supported it.
So what happened?
So what happened?

Why is gas currently DOUBLE what it was when Bush left office?
Why is the unemployment rate STILL over 8 percent after Obama promised the rate wouldn't go above 8 percent--provided Congress passed his (gasp) stimulus package?
Why is ObamaCare (now dubbed TaxCare) going to levy a tax on ALL middle-class Americans when his 2008 campaign rhetoric stated the middle class wouldn't pay ten cents more on their taxes?... "not one dime."
Where's the Liberal compassion for Brian Terry's family?
Where's the Liberal Compassion for Brad Pitt's Mom for having an opinion outside the Liberal orthodoxy?
Where's the Liberal Tolerance for the faith-based community like Christianity?
I thought I'd read someplace, something about people living in glass houses...
the OPEC leaders.
Former President George W. Bush showed his compassionate side by spending Fourth of July at an orphanage in Zambia.
