Out of these it was Reagan in terms of percentage increase, however I am sure Obama has allowed it to rise highest in nominal terms (as would be the case naturally) and FDR was the one who brought it to the highest debt to GDP ratio in terms of percentage increase with that particular statistic reaching its nominal peak under Truman.
