If the act is judged to be an excessive use of force, they should fire the offending officer and the chief. They should then lay off the remaining staff and let the county take over permanently.

And just to go on record I don't think there will ever be a justified use of a tasser on a little boy.

Just close the whole department down and let the county take over

With the law suit that is sure to come they might as well shut down the police force and let the county take over, at least for now.

I do have some questions though, who called the police? Why did the officer feel it was necessary to use a taser in the incident? Why did the Chief not tell the Mayor about what happened?

I think perhaps your question as to why the chief didn't tell the mayor is the most telling for your second question.
