You've got it. When Romney ran for president he dropped out early in the primaries, because he was losing. People are just now starting to hear about his 1 term as Governor.

he hasnt faild congress has faild us again and again and of course blame the president

That's one way to look at it. An alternate way is "he quit." Yet another way is, he abandoned the voters that put him in place to make a difference in their state and they never reelected him to the post.
