Why would anyone wish to "consult Congress"? Congress, particularly the House of Representatives, is DEAD ON ARRIVAL.. They left the building with Elvis and have done
nothing for over a year.
Congress has had about fifty years to deal with the outdated immigration laws and more than thirty years to deal with the intentional invitation to Hispanics and other South Americans to come on up and find a job. There is no interest from either political party to
tackle this circumstance for it is a source of great profits to Wall Street and corporatism. Congress isn't going to do one thing to reduce the profits of any any corporation as that would reduce someone's campaign contributions.
