None of these have a precise reason . Jefferson promoted Hemp Growth since The ropes of Ships do rot and need to be replaced on a regular basis. Hemp was the substance used, and that was a profit.

It was grown in the days of sailing ship for lines because it has very long fibers which makes it one of the best things for making rope.

A lot of the founding fathers grew hemp, for rope, oil and many other things. I have never heard of them smoking it. I don't think that hemp can be smoked for effect like marijuana.
