He came packing enough weapons to kill thousands but why would he use steel tips on a crowd of innocents, they're not wearing body armor.

On a side question that's related to definition (which is the reason I was thinking about the definition of terrorism in the first place): do you believe the bomb which assassinated several Syrian military leaders but was placed well inside a military building, avoiding any civilian casualties, was terrorism? Obviously it's terrorism if they blew them up on a street and killed 30 civilians in the process, but they didn't.
