Utah passes 'too sexy' law, is this Constitutional?

Be careful how you act in Utah because acting too sexy could get you arrested!
In an effort to help fight prostitution, lawmakers there have outlawed sexy gestures, which include groping yourself in a sexual way.
The law was intended to help law enforcement agents working undercover in prostitution stings but strip clubs in Utah are fighting back. They are arguing that the new law makes their business illegal.

So, let's start with one question..."Who legally decides what these legal borders are, and how can you even find a way to legally "measure sexy" so citizens know exactly where to draw the line between illegal and legal...
Lawmakers need to think things out before they let their personal emotions and/or beliefs have them creating diseased ideas in to laws, where "foot in the mouth" seems to be one of the side effects.
There is no such thing as a right to not be offended.
