I agree two years is too long to give them to raise their performance scores, but the kids are tested only once a year, so it is difficult to really gauge if they are improving
So ,my solution is test the kids once a week like we did when I was in school. (may require occasional homework on part of child)
Notice this may also require teachers to grade homework assignments, and in order to accommodate this, I would have no issue about furnishing the teachers RED INK PENS in order to correct inaccurate answers.
This way teachers would have almost immediate feedback as to their levels of incompetence
It should be defunded.

As for the 2 year chance to improve, why would any teacher who is confident in their ability to teach have a problem with that, seems to me the only ones would complain about that are those who expect to fail or doubt their own ability to teach and those teachers shouldnt be teaching in the first place.

As for their Union, and all Unions, it's time to end their tax exemption. They are heavy institutional investors, or should I say Speculators that disrupt the natural workings of a free market economy. They invest heavily in many Corporations, enough to have significant voting rights, and then rail against these corporations. Unions are nothing more than Hedge Funds or Corporate holding companies, with political party subsidiaries for their political activism. Their investments in Derivatives,, Mortgage Backed securities and many other high risk investments led to their pension funds having to bailed out with the stimulus package.
They are nothing but Corporations, should have to pay taxes and fall under the jurisdiction of the Securities and Exchange commission. If they loose on their investments, maybe the rank and file need to be more careful who the select to run their union, and the loss should be their loss alone.
