Unemployment, Beyond the Rate


The unemployment rate is a measuring stick with many problems, one
of which is that it tends to shift our focus from a human tragedy to the
measuring stick itself, as if we were discussing the level of water in a

It is important to remember that we’re talking about people:
almost 23 MILLION Americans couldn’t find full-time work in April.

The widely quoted “unemployment rate” of 8.1
reflects only the red portion of the chart, the 12.5 million people
who did not work in April, and actively searched for new work.

A broader “unemployment rate,” which carries the catchy name
U6, includes all the people in this chart, and stands at 14.5

That is a much more accurate measure of unemployment, but it too
has defects. One technical caveat is that the count of people who looked for
work in the last year but not in the last month, shown on this chart in green
and known to labor experts as “marginally attached,” is not seasonally

(Seasonal adjustments seek to exclude recurring fluctuations, like
holiday hiring or the surge of summer interns, to highlight underlying

So the margin of error is slightly larger, and you won’t find this
particular mash-up on the Bureau of Labor Statistics Web site. I made it

The civilian labor force participation rate declined in April to 63.6 percent,
while the employment-population ratio, at 58.4 percent, changed little.

The number of persons employed part time for economic reasons (sometimes
referred to as involuntary part-time workers) was essentially unchanged in
April at 7.9 million. These individuals were working part time because their
hours had been cut back or because they were unable to find a full-time job.

In April, 2.4 million persons were marginally attached to the labor force,
essentially unchanged from a year earlier. (The data are not seasonally
adjusted.) These individuals were not in the labor force, wanted and were
available for work, and had looked for a job sometime in the prior 12 months.
They were not counted as unemployed because they had not searched for work in
the 4 weeks preceding the survey.

Among the marginally attached, there were 968,000 discouraged workers in April,
about the same as a year earlier. (The data are not seasonally adjusted.)
Discouraged workers are persons not currently looking for work because they
believe no jobs are available for them. The remaining 1.4 million persons
marginally attached to the labor force in April had not searched for work
in the 4 weeks preceding the survey for reasons such as school attendance
or family responsibilities.

    Great post Snell! I heard this before recently on the radio, but it is nice to see this in print here. People in America may feel it but the media does not talk about it for the most part. You see, that would not be benificial to the current regime. I mean president.

    Agree. The way the unemployment rate is published belies the volume of long term 99 week unemployed that are dropping off the record. There are more of them falling off and fewer getting hired. The end result is it looks good on paper and gets the Feds out of the unemployment business.

    It is hilarious that Walker is Wisconsin's Governor and Wisconsin's job rate has sucked more than any other state but because he is a Republican his suckiness is not seen as sucky but spun by Republicans as him doing an excellent job, however since Obama is a Democrat, the jobless rate somehow makes him sucky unlike his Republican counterparts.

    LOL ~ [...]There were teachers' unions before Walker and there are teachers' unions in other states yet since Republican Walker's election the job rate of WI plummeted and is now the worst in the nation.

    The community democratically elects the school board. The school board is responsible for negotiating teacher contracts. Teachers have no power to negotiate because it is illegal for them to strike. Therefore, the school board, which is the extension of the community, is responsible for whatever is in the teachers' contract. Rethuglicans don't like democracy nor allowing the community to make their own decisions therefore they brain-wash stupid people and attempt to circumvent ( that means "find a way around") the will of the people.

    Only 63.6 percent of Americans are participating in the economy - the labor force. That's the only reason unemployment (U3) is at 8.1%. When the drop-outs and the underemployed are counted, unemployment (U6) is nearly 15%! Obama's alleged "recovery" is the worst, the slowest, the most pitiful in history!

    it is a fact that Obama is dropping 1 million people a year from the "work force" and does not count the 120K new job seakers who are created just by population growth ...so by year you can add 2 million people who should be counted but are not counted in the so called "unemployment" figures.

NOTE* - That's 17,280,000 Per Year ! ( some weeks were Much Higher . last year I saw some weeks at OVER 430,000 NEW UNEMPLOYED )

    This is where it gets confusing .............. Now ADD all the jobs ADDED to the economy - and people called back during that time ( jobs added -to- jobs lost ) " and the Numbers Just Don't Add Up ! .... We ARE STILL LOSING JOBS AT A STAGGERING RATE .

    The people on the books for over a few weeks " ARE NOT COUNTED " in their figures . Does this mean that they are no longer unemployed ???????

    WHAT WE ARE WITNESSING IS " PROPAGANDA " .......... By Telling The BIG LIE Over and Over Again " The People " ( SHEEPLE ) Come To Believe It Is " TRUTH " !

    Where I Live ( OHIO ) , The REAL Figure Is Pushing 20% Unemployment !

    There are 6 levels of unemployment. The figures released for we the public and probably the most advantageous for the government is the U-3 stats. However, U-6 is a real picture of what is going on, or NOT going on. U-6 unemployment is still hovering at 14.5%. For more, check out this link.

    A worse stat to look at: our northern neighbour registered 82,300 jobs in March and then slowed to 7,000 gained in April. Asked the question "would US manage to get 70,000 jobs-gain one month after one of 810,000 jobs?", the answer is the way starker "how far back do you want to analyse? there certainly hasn't been a month in the last four years where the US gained 810,000 jobs!". And note that at least thrice in 2010-2011, Canada (under conservative Harper) had a raw-numbers jobs-gain which was higher than that of the US (misruled by a disloyal commie), even with a great deal of "fudging" the US data!
