Tony Blair, Middle East liaison?

The Bush administration would like to assign Prime Minister Tony Blair as the Middle East envoy for the Quartet consisting of the U.S. the European Union, Russia, and the U.N. The position has been empty since former World Bank chief James Wolfensohn resigned the post in April 2006. Can Blair make a difference? And should a American be offered the position?
