Anyway, I'm not suggesting turning them into mercenaries for the rest of the world. That's not defense anyway. That's how they are currently used. I'm saying that if citizens had the choice to pay for its activities and if there were a choice in providers it couldn't afford to do things that people did not want them to do because they would simply close their accounts and pay for another provider. Like any other service, they would be beholden to customer loyalty. Right now they get paid whether we like the way they are used or not.
