Your second source again claims that Jenks wrote the quote, but again does not source it. It does source a review of a book written by Jenks in 1958, but that review does not mention the quote. But the timeframe for Jenks doesn't work at all; see below.
The DoJ building was constructed between 1932 and 1934, with the facade that used the quote being completed in 1935. Jenks didn't even become a member of the British bar until 1936. Was the DoJ quoting a student?

Oh, no, it's not that I don't care about justice, it's just that I know it won't be meted out by the United States government. If justice is ever done through/by the government, it fekking happened by accident.
Interracial marriage, equal rights of blacks and women, the end of segregation, it has ruined the good old white racist america.
