Alexis Tocqueville of Cannes, France was 53 years old when he died 16 April 1859 yet he had an insight to American politics that few possess today. The above quote came 76 years before President Franklin D. Roosevelt enacted the Social Security Act in 1935. The act, which was amended in 1939, established a number of programs designed to provide aid to various segments of the population. Unemployment compensation and AFDC (originally Aid to Dependent Children) are two of the programs that still exist today.
