Public school teachers in Chicago begin voting today on whether to authorize their union to call a strike if a deal can’t be reached with the district.

Contract talks are ongoing, and the Chicago Teachers Union vice president Jesse Sharkey admitted on Tuesday the vote is being taken to serve as "leverage in the negotiation process."

Under a 2011 state law, 75 percent of total CTU membership must give their approval before a strike can take place. CTU hopes to top that percentage to send a message about teacher dissatisfaction with reforms being pushed by Mayor Rahm Emanuel and Chicago Public Schools.

Issues in the contract talks are now before an arbitrator, who will issue recommendations July 16. After that, the process calls for steps that would take 45 days before teachers could walk out.

Emanuel and education reform groups have chastised the union for taking the strike vote before the arbitration process is complete. They’ve argued that the intent of the state’s education reform was for final offers to be made public and to allow for a compromise to be reached.

This week, Education Reform Now, a sister organization to Washington D.C.-based Democrats for Education Reform, began running radio ads calling parents to sign a petition against what they called “an early strike vote.” Another national education reform group new to Illinois, Stand for Children, is also running an online petition against the strike vote.

The union and the district remain far apart on critical issues like pay raises and compensation for the longer school day next year.

CTU has asked for a compounded 30 percent raise over two years while the district has offered a 2 percent raise in the first year, no salary increase in the second and the eventual implementation of a merit pay-like system.

CPS chiefJean-Claude Brizardsent a letter to teachers on Tuesday accusing the union of misleading its members abou the district’s proposals. The letter said CPS is not changing its class size policy and is offering teachers more professional development time.

As for salaries, CPS "cannot afford a 30 percent raise, but teachers deserve a raise and will receive one that is fair," Brizard wrote. Emanuel has also said teachers deserve a raise.

The last time teachers went out on strike was in 1987.

Later today, CTU president Karen Lewis is expected to cast her vote at King College Prep High School where she taught two years ago. Union leaders will also be visiting neighborhood schools across the city to answer members’ questions.

Voting will start at 6:30 a.m., before school begins, and continue after school. Union representatives at the schools will be checking each teacher’s name against a master list and the ballots will be returned to CTU’s downtown office in secured ballot boxes in the evening.

The union has also provided four citywide locations for those teachers and union members that work across the district. The union plans to have observers, a group of faith leaders, at CTU headquarters as the ballots are counted by hand.

While CTU hopes to reach the 75 percent marker on the first day, they plan to keep ballots open for the remainder of the week, which is allowed under the CTU’s election rules

Hopefully it's just a bargaining tool, they can't expect that high of a raise. They probably do deserve it..

$52K to start through $117 at the top....and they want a 30% raise? They have government benefits, insurance, retirement paid holidays, vacations and all those perks......They are not underpaid compared to the citizens that actually pay THEM

Good points, but most liberals don't like sound reasoning. They want OUR money for themselves to squander as they so desire.

They like all public sector employees are not worth what they currently earn. If we use their results, i.e. comparison to other nations, they wouldn't make minimum wage as a result of their performance.

you need more answers, teachers have tough job and don't get funding like they should. if you feel that you don;'t need you kids to be taught by teachers. then teach your child yourself and good luck with that.

it is a job, they train for it, they apply for it and if they dont like it then more $$ wont help. Any REAL manager knows that money does not solve underlying people problems.

you call it people problem when there is no funding for it. that's like building a bridge then tell them to use Popsicle sticks to do it. nothing runs right without funding. that's why you will never understand the complexities of providing education.

starting around 50K isnt a $$ issue, they are unhappy because they are idiot union scum who are indoctrinated to believe that they are OWED more. Whatever problems they face at work willnot be solved by granting them a higher salary......the problems will still be there.

no child left behind has nothing to do with the discussion about how a 30% raise would or would not improve the job the current teachers are doing
  • Mike BrianD3 2012/07/03 12:12:03
    Mike
it has everything to do with it. how can you teach a child the proper way if all your doing is teaching for a test. most teachers work their ass off for what little they get and i for one, will not take away from them what they worked so hard to achieve
  • BrianD3 Mike 2012/07/03 12:20:15

this is not a question of HOW to teach is a question of pay, you do understand that the concepts are not linked?
  • Mike BrianD3 2012/07/03 12:23:54
    Mike
everything is a question of pay .ask yourself, why are we paying them to teach for a test. if that is the true "no child left behind " standard. then why would we need teachers at all, who pile up 100k in debt going to school just so they can do a syllabus that can be farmed out as easy as a McDonalds happy meal. and remember that 100k in debt takes about 20 to 30 years to pay off
  • BrianD3 Mike 2012/07/03 13:39:33
    BrianD3
see you still dont get it. The question isnt whether they should teach to the test but if they are stupid for thinking that we can afford a 30% raise.

    1) teachers so not NEED to pile up that much debt
    2) they are not forced to make that choice
  • Mike BrianD3 2012/07/06 14:04:35

crops give themselves raises all the time and teachers have the slowest rising pay scale compared to inflation "with the exception of McDonalds workers. so by your logic, we will never be able to afford it. tell you what . have the schools stop funding the sports crap and you will see the system make a lot of money. if the parents want the kids to have sports, have them fund it from their own pocket or have NFL. MLB, NBA, or any of those guys pay subsidies to the school system becAUSE REALLY THEY ARE THE ONLY ONES THAT BENEFIT FROM IT ANYWAY.

you mistakenly compare sports figures who derive their salary from the pressures of supply and demand in the free market to public employees who have a salary that is not based upon anything but union demands.

Sports figures ultimatly derive their salaries from the customers and by the way the stadiums are generally filled I would suggest the customers are happy (or at least content) with the current arrangement. Teachers ultimatly derive their pay from the taxpayers who DO NOT get a choice and who are making it known that they are NOT happy with the current arrangement.

yes. Since I pay for public employees, I have a vested interest in making sure that they do not waste MY money. Except for serious professionals such as doctors, engineers and the like, public employees should not make substantailly more than the people for whom they work.

$52,000 x 1.3 = $67,600 add to that a generous retirement, good insurance, paid holidays and vacations and other perks and their compensation package vould be valued much higher.

all that with nothing more than a BS degree. Higher degrees rate better pay and benefits.
