Taking into consideration the latest gallop poll numbers-- can anyone who is not a party loyalist still vote for Obama?

June 12th Gallop poll indicates Obama's approval rating is only at 46% , satisfaction with the direction the country is headed is only at 20%, the way Obama is handling the Economy is at 34%.
With these numbers how can the upcoming election be as close as the media is reporting?
