The TelePrompTer is to allow the speaker to look at the audience more and less at the page. It has been used by many Presidents and is part of the advancement in technology. As to who writes it the speeches are probably a combination of the candidate's own thoughts the the people who know him well and know what point he/she want to get across. I don't know who the last President was who did not employ professional speech writers but I am sure that the speech is carefully perused before it is given.
I work in television. The teleprompter is no different than a written speech. The speaker provides the data electronically and the production crew monitors the speed at which its display is delivered. That's all. In the instance of live news, breaking stories are entered manually by the tp operator as the breaking stories come in. News anchors are trained to read absolutely anything that appears on the teleprompter which makes this clip even funnier if you know anything about how media production works.
Valerie Jarrett, just happened to be Director of the Federal Reserve Bank in Chicago from January 2006 until April 2007. She also just happened to resign from this job at about the same time as Obama began his fight for the little guy and joined the presidential fray. She just happened to be a slum lord extraordinaire, making millions off of the misery of the poor.
