Small businesses in the US who are well managed currently accrue two weeks vacation in the first year of employment, as well as allowing at least five days of personal time with pay without any concern over the specifics of what constitutes "personal".

In today's world , this is just COMMON SENSE if an employer wants to attract good people.
In some past times, this vacation policy was not always the case. Anyone wonder why employee unions were popular? Bad treatment of emloyees has usually led to bad outcomes for the employers who don't understand human nature.
I've spent most of my life working in small businesses. The ones who treated their people with respect and dignity were successful. The companies who treated employees as "commodities" - those companies no longer exist.

Over the years, treating employees with dignity and respect became both necessary and a competitive advantage... rendering Unions largely irrelevant. They had their day and served their purpose, but dalliances with the Mob taught them poor lessons they can't unlearn.

Well, they could change, but most don't seem to want to give up their thuggish behavior.
