Should tourists who visit Arab nations dress modestly?

ABU DHABI, United Arab Emirates -- The main public advisory body in
the United Arab Emirates says it will push for stronger measures to
discourage revealing clothing worn by tourists and others in the Gulf's
most socially liberal country.
The Federal National Council backed the proposal Tuesday after the
country's culture minister, Abdulrahman al-Owais, supported efforts to
emphasis the conservative traditions of the UAE – which is now home to
nearly all of the world's nationalities in cosmopolitan centers such as
Dubai.

last week , in France , Two muslim women from Arabia were visiting Paris for holiday for 15 days ( they were wearing veils ) carrying alomst half million dollar to do shopping in champs elisee.
what happened?
the France authority arrested them in aeroport asking them to remove their veil , they refused , the authority returned them back straightway via next aeroplane to their countries ?
so I wish and hope that any non muslim who visit arab country should feel ashame and dress according to the law and no swimming naked on the beach anymore - visitors should do that in their countries
it looks like same treatement from both sidses

look at the real oppression , and they say it's democracy ?

I do dress modestly ..
Western style .. Slacks .. Polo Shirts ..
there should be some 'mystery' ..
(and you should be sensitive to their local customs too)
Being a guest .. know the culture and traditions ..
if you want to 'reveal' .. what should best be a little bit of 'mystery' ..
perhaps some other nation to visit would be a better choice for you ..
(you should feel free to show your face .. enjoy the sites .. and not be too 'encumbered' or uncomfortable .. but still .. free to move about in safety)
