When you cannot pay for your own country then you should not give aid to other countries.

until women's rights are restored and militia's that include foreign fighters roam the streets armed we should give food aid only.

Here is a convenient formula: Add together the damage costs: material, extra personnel for security, and any direct personal injury costs; then add a reasonable (by current US Courts Tort evaluation) payment to the beneficiaries of the deceased. Multiply that sum by an ES (Embassy security) factor, say x10.

Reduce the foreign aid budget to that country by that amount this year, and by half that amount again next year. Pay the beneficiaries twice their normal claims (~20%), post ~10% "For a Reward Leading to..." and put the rest (~70%) into a military slush fund for Special Forces, with a directive to eliminate the culprits.

Then alert the media that the next time it happens, anywhere in the world, the multiplier ES factor goes to x20. If they can't police their own people... with OUR money..., then We should be able to help them, don't you think?

Having said that, I want someone to show me the benefits... no matter how tacky or non-diplomatic that might be. And if you can't put the deal on the table, and if the deal doesn't make sense - we should stop funding, wipe our feet, and get the heck out of there. That's my feeling today. It could change depending on what goes down tomorrow or the next day.

Yes we should decrease our beneficence to countries that use our money to do harm to us! Doesn't it appear that Middle Easterners are able and willing to riot when given just minutes notice? It took years of planning to get together the Million Man March! Most of us have jobs and consider 'demonstrations and rioting' secondary to keeping ourselves on track financially.
