Should people with mental heath issues get to get treatment before going to prison in a major crime?

There are a lot of people in jail and prison because of mental illness. This all started in the 80's when Ronald Reagan was govenor and closed a lot of the mental institutions. Most were turned out to the streets with no where to go and no way to get necessary meds. As a dual diagnosis person myself, I am lucky to have received my first med in a county jail.
