The reasoning is simple, there is no need to enshrine English as the official language into law since all the law is written in English. Meaning that it is by de facto THE official language...
If all law had to be laid down in French or Latin then it might well be necessary to define the official language, yet since since it is not, then it is a bit of any empty issue.

There once was a time when imigrants wanted their kids to learn english and assimilate into society. Not doing so only keeps people separated.
