Should elephant rides be legal?

Kentucky recently eased the elephant ride ban. This allows circuses, among others, to offer elephant rides. This is kinda odd to me because:

We've been riding elephants very publicly the entire time. So anyways, should elephant rides be legal or not?

How about the government taking a step back from trying to save people from their own stupidity.
