Should CAIR have a voice in determining the NYPD's anti-terrorist policies?

CAIR (Council on American Islamic Relations) is one of many Muslim interest groups that purport to represent the Islamic community in America, but in reality have well established ties to Hamas and other terror groups.
CAIR was designated by the U.S. Justice Department for its role in terror financing during the nation’s largest-ever trial on the subject.
Outside of its support for terror organizations, CAIR works to quickly and effectively to silence any discussions about radical Islam by playing the racism card and accusing critics of Islamophobia. CAIR’s devices are effective.
As soon as the story broke that the NYPD was using the documentary "The Third Jihad" in its counter-terrorism training program, CAIR immediately branded the film "anti-Muslim propaganda" in a press release. This was followed by a CAIR-led protest on the steps of City Hall calling for the resignation of the NYPD Commissioner Ray Kelly.

However, On the other hand, I just learned that by presidential fiat, Gitmo is getting a multimillion dollar facelift on the back of taxpayers, to make the terrorist's.....oops, err, I mean "detainees" visit more enjoyable.

I am going to take heat probably for my answer but, I believe that all constituents of a government entity should be able to protest and/or voice their respective opinions or concerns about that entity's policies and practices, the ability to question government is one of the greatest things about being an American.
On the other hand, I believe common sense and what is best for the common good gets tossed aside quite often in favor of nonsensical decisions made in the interest of political correctness, often to the detriment of the majority of the constituency.
Since many of these offices are overseen by elected officials or by those they appoint, I believe it is important that the majority's protest and voice is louder and the prominent thought on these politician's minds everyday so that they are less inclined to make these poor judgements.
And the plans for all important buildings in NYC along with the hours they're most vulnerable to attack, along with the best approaches and getaways for each. A list of police already known to be on the take might help too. Maybe give them a few spare uniforms and some police-issue equipment so they can "hide in plain sight."
