AUSTIN, Texas (Reuters) - Governor Rick Perry said on Monday Texas will not implement an expansion of the Medicaid program or create a health insurance exchange, placing the state with the highest percentage of people without insurance outside key parts of President Barack Obama's signature law.


Perry joined fellow Republican governors of Florida, South Carolina, Wisconsin, Mississippi and Louisiana in rejecting the two provisions of the law, according to americanhealthline.com. They hope that November elections will result in Republicans winning the White House and enough seats in Congress to repeal the law.


"I will not be party to socializing healthcare and bankrupting my state in direct contradiction to our Constitution and our founding principles of limited government," Perry said in a statement.


He sent a letter on Monday to U.S. Health and Human Services Secretary Kathleen Sebelius asking her to relay the message to Obama that Perry opposes the provisions "because both represent brazen intrusions into the sovereignty of our state."


"I stand proudly with the growing chorus of governors who reject the Obamacare power grab. Neither a 'state' exchange nor the expansion of Medicaid under this program would result in better 'patient protection' or in more 'affordable care,'" said Perry, who dropped out of the Republican presidential race in January. "They would only make Texas a mere appendage of the federal government when it comes to health care."


Perry, the longest-serving governor in Texas history, is a frequent critic of the Obama administration and the author of a book on states' rights called "Fed Up! Our Fight to Save America From Washington." Perry in 2009 rejected federal funding for unemployment benefits because accepting it would have required Texas to expand the number of people entitled to draw the benefits.


"To expand this program is like adding a thousand people to the Titanic," Perry said. "You don't expand a program that is not working already. If the federal government were serious about finding solutions, what they would do is block-grant those dollars back to the states, so states could find more efficient ways to deliver healthcare."

    Anyone else see doctors bailing out of their profession? I know of three early retirements and each doctor cited Obamacare as the reason.

    All I care about is the house and senate. With 60 in the Senate and super majority in the house, Obama can just go on vacation, he'll be done. but I am realistic, I'll never underestimate the stupidity of the voters to put Obama back into office.

    Reneck has me blocked as well, so I will tag your post to respond to her.it-A president DOES NOT have any control over or power over a state's governor. Each governor is it's own boss. And states have rights guaranteed them in the constitution, and a president cannot override a governor.

    I live in Texas and told everyone on Soda Head that Rick Perry was an idiot. When the debates began, we all saw that. Republicans here just keep putting that dummy back in office. I just don't get it. He has never had to debate in either of his races for governor here...I wonder why.

    My sister and her husband, Republicans that have lived in Texas for over 30 years....hate him and said he was a joke from the beginning. Per them, he's not done a great job in Texas. They crossed the political line in 2008 and voted for Obama and are planning to vote for him again. They are middle class and recognize that Republicans today are a completely different breed from the old time conservative Republicans. When I saw him on stage at the debates, he proved them to be correct. My conservative bosses here in California will not vote for Romney because he's Mormon. This race is far from being locked up for Romney.

    The attacks and rhetoric is so obvious. I mean a blind man can see what they are trying to do. Why all the voter ID laws now? They didn't' think Obama was going to win the first time so they didn't worry about it. We have lest that 1% of voter fraud in this country. Why spend all this time trying to attack something this is not a problem? We would not do that for anything else, given the low numbers.

    Pennsylvania is a good example of that. They had 11 legitimate voter fraud cases in 2008 and Obama won overwhelmingly there...with new laws 18% of democratic voters will not be allowed to vote in this election. The new law effects primarily the black vote, next latino vote and low income voters.

    Call or email your state representatives and let them know you support them if they exert their state's sovereignty. Many state reps are afraid to stand up to the federal government because they don't feel that the people have their backs. Let them know you don't approve of Washingtons unconstitional policies and you'll be there to support them if they will stand up for the people in their state.

    Maybe those PARENTS should get off their asses and provide for the kids THEY thoughtlessly created then demanded the rest of us pay for.

    No child is being denied care in Texas, the health departments take VERY good care of all who go there. But DAMN, People need to stop breeding kids they cannot afford to provide food, clothing, shelter and basic needs for-WITHOUT welfare, food stamps, WIC, Sectio 8 housing and FREE TO THEM healthcare.

    Excuse me, but you do realize that most poor and lower middle class families cannot AFFORD insurance? even that which is offered by the companies they work for? Wow are you out of touch with the average family.

    I will not argue the fact that sex education needs to be better, as well as the need to have quality families, not quantity

    I live in Texas, doofus, and while my kids HAVE health insurance, no thanks to their deadbeat mother, it is incredibly hard to pay for it every month and take care of all of these post divorce bills.
