New York City is grappling with a rapid rise in homelessness.
City officials have had to open nine new shelters in two months as the number of homeless seeking a place to stay jumped 18 percent in only a year.
The Department of Homeless Services tells The New York Times there are now nearly 44,000 people living in the city's shelter system, including more than 18,000 children.

If people actually wanted to solve this problem, it could be solved--and even then rather easily. In the case of NY, they could put up the homeless in foreclosed properties and, as a part of 'free' room and board they could keep up the properties and do other tasks around the city.
As ever this issue is a matter of basic orientation. There are those (usually the political class) who search for the reasons why something won't work, and then there are those (usually the rest of us) who search for things which will.
