The control over the morphine drip was controlled by the patient, my son. He pressed a button to relase the morphine into his IV.
However, the device wouldn't allow him to administer more morphine until after a certain amount of time elapsed. As pain became worse, the doctor gave the attending nurse permission to decrease the time interval (I think a code was needed to be punched into the device to control it).
My son wanted to die to be rid of the pain and died within of few days of that. Whether it was by the disease or an overdose of morphine, who is to say. It was merciful of the doctor to allow the morphine to relieve the pain.
So yes, healthcare already does 'allow for killing'.

As far as 'death panels', because of Sarah Palin I believe the 'end of life counseling' mandated by ObamaCare has been removed. So you might be correct about that aspect.
