Failed is the understatement of the year, but I know, sometimes the strongest words just aren't enough. Congress is also obsolete--notice how Obama just dismisses them with a wave of his hand to do what he so desires.

They have a new chance to stand up and do their jobs. Congress killed the Dream Act..Obama just made it a new policy..not a law. They have to pass a law killing his unconstitutional policy....and remove this attempt to gain Hispanic votes..with an illegal act.
